The higher education system in the Sultanate of Oman provides all means for male and female students to obtain an opportunity or scholarship to complete their academic studies through scholarships opportunities in higher education institutions abroad, as the state considers education and scholarships an integral part of the human development process to continue the renaissance in all sectors within the country.
Although higher education institutions provide many opportunities for graduates of general diplomas, Omani students are still required to learn about various educational programs and develop their abilities through study abroad experiences in accordance with Royal Decree No. 83/2002 regarding scholarships for study abroad, and study allowances for exchanging knowledge and experience amid the diversity of cultures, and observing external developments in diverse fields of scientific research, in addition to developing academic and research cadres and skills so that they can compete in international forums.

Students are also provided with academic and financial support to face challenges, whether social or legal, during their years of study and residence. Full Scholarships Category (A):
A full scholarship approved by the Ministry of Higher Education, where the Ministry of Education bears all the expenses and allowances of the scholarship system outside the university campus, and the Ministry of Education takes care of all tuition fees without a specific ceiling for expenses and fees, so the student nominated for this type of scholarship can choose to enroll in any prestigious American university, regardless of tuition value.
Full Scholarship Category B:
As for the approved category (B) grants, they number 1,500 comprehensive external grants that are completely identical to the features of category (A). The Ministry is the one who expressed its support for bearing all the expenses and fees specified in the Grants and Study Aid Law and also bears the tuition fees, but in American universities that have concluded an agreement or a memorandum of cooperation with The cultural attaché and tuition fees at the rate of 20,000 US dollars per year, as there are agreements and cooperation contracts signed between the cultural attaché and 50 American universities in which these universities accept a number of Omani students with fairly low tuition fees.
This type of scholarship is offered by one of the neighboring countries to students in the Sultanate of Oman who have obtained a general education diploma or equivalent certificates through the Ministry of Higher Education to help them continue university studies in one of the selected universities, according to the announced conditions.

The Ministry of Higher Education, Scientific Research and Innovation signed a cooperation agreement with the Petroleum Development Oman Company in the field of higher education and scholarships.
The agreement included that PDO allocate a financial amount of (3,774,000) three million seven hundred and seventy-four thousand Omani riyals, to finance (170) scholarships for graduates of a general education diploma to study a bachelor’s degree in the majors in which the student is accepted, according to the Unified Admission Centre System, except for human and veterinary medicine specializations that are to be studied in educational institutions and private colleges for students who have obtained the degree of excellence.
Agreement stems from the company's belief in the importance of linking sustainable development projects to society. The Ministry seeks to strengthen partnerships with private sector institutions and urge companies to grant graduates with a general education diploma the educational opportunity to study outside the Sultanate of Oman.
This initiative aims to support graduates with distinction and qualify them to serve the community and develop their qualifications to meet the requirements of the labor market.
The Ministry of Higher Education, Scientific Research and Innovation signed a cooperation agreement with the Al-Jisr Charitable Foundation in the field of higher education and scholarships.
The agreement includes financing scholarships in the field of medicine for the benefit of the Charitable Bridge Foundation, where medical studies diploma graduates compete for these two scholarships according to the terms and conditions published by the Central Admission Centre, as candidates will be registered to study in universities designated for this.
In addition, the agreement represents an extension of an effective partnership between the higher education sector and other sectors whose pillars confirm the Oman Vision 2040. It reflects commitment to social responsibility to achieve sustainable and integrated development and to strengthen the basic sectors for the public interest, as the Ministry seeks to establish more partnerships with various sectors for the sake of higher education. If students wish to study outside the Sultanate of Oman at their own expense, they must first contact the Foreign Scholarships Department of the General Directorate of Scholarships at the Ministry of Higher Education to find out the recommended educational programs and institutions before proceeding with the Ministry and approval by the relevant authorities in the Sultanate.
